What's a final date for offical weigh-off records? Or is there one?

Most are in Sep. and the first weekend in Oct. but there's also a mid-Oct. weigh-off in Circleville.

Who decides when a final tally is taken? When is this done?

Circleville only accepts participants/pumpkins from their county...according to the website.
