Subject: young plant yellowing

I have planted two starts outside. One is growing green and healthy. The other has not done much since I put it outside and now the plant is starting to develop a yellow color to it. Any thoughts or suggestions?

pictures help....way to many things can go wrong during transplant time...are both conditions exactly the same...water , sun, amendments etc...
